ON THE PROCEDURE OF SUBMISSION AND CONSIDERATION OF ELECTRONIC APPLICATIONS, THE ABANDONMENT OF APPEALS WITHOUT CONSIDERATION ON THE MERITS
- The procedure for filing complaints and sending them for consideration in accordance with the competence:
Such applications shall be filed in the organization, the competence of which includes the issues outlined in the appeals.
Organization of admission appeals to them, containing matters which do not relate to their competence, within five working days forward the appeal for consideration by the organisations in accordance with their competence and notify applicants in the same term or the same term in the manner prescribed by the Law of the Republic of Belarus of July 15, 2015 No. 306-Z "On citizens and legal persons", leave the petition without consideration on the merits, and notify the applicants with an explanation of which organization and in what order should I contact to resolve issues set forth in the complaints.
Appeals in which judgments are appealed, not later than five working days are returned to the applicants explaining to them the procedure for appealing against judicial decisions.
Treatment that contains information about the committed or committed crime or other offense, not later than five working days and sent to the organizations in which they are received, to the appropriate law enforcement or other government agencies.
It is prohibited to send complaints to the organization, actions (inaction) which are appealed, except for cases when considering this category of cases referred to exclusive competence of these organizations. - The abandonment of appeals without consideration on the merits
The written appeal may be dismissed without consideration on the merits, if the appeal does not meet the requirements to electronic applications.
Anonymous applications, i.e. treatment of the applicants, which do not specify the surname, name, patronymic (if any) or initials of the citizen or the address of his place of residence (place of stay) or name (full or abbreviated) or the location of either the data do not correspond to reality, will not be considered if they do not contain information about the committed or committed crime.
With the abandonment of appeals without consideration on the merits, with the exception of cases envisaged by paragraph seven of paragraph 1 of article 15, article 23 of the Law of the Republic of Belarus of July 15, 2015 No. 306-Z "On citizens and legal persons", the applicant within five working days shall be notified of the abandonment of appeals without consideration on the merits, stating the reasons of such decision.
In cases stipulated by the third and fourth paragraphs of paragraph 1 of article 15 of the Law of the Republic of Belarus of July 15, 2015 No. 306-Z "On citizens and legal persons", the applicants also explained, in what organization and in what order should apply to address issues raised in appeals.
ABOUT THE REQUIREMENTS TO ELECTRONIC APPLICATIONS
- Treatment set out in Belarusian or Russian language.
- Email requests should contain:
- the name and (or) the organization address or position of the person who sent the request;
- surname, name, patronymic (if any) or initials of the citizen, the address of his place of residence (place of stay);
- the fact of the matter;
- e-mail address.
- Electronic appeals of legal entities and individual entrepreneurs shall contain:
- the name and (or) the organization address or position of the person who sent the request;
- the full name of the legal entity and its location;
- the fact of the matter;
- surname, name, patronymic (if any) or initials of the Manager or a person duly authorized to sign the application;
- e-mail address.
- Not allowed in cases of obscene or offensive words or expressions.
- To electronic requests submitted by representatives of the applicants, shall be accompanied by electronic copies of the documents confirming their authority.
- The application shall contain information on the results of the previous review with the application (if applicable) confirming this information document.

ABOUT THE POSSIBILITY OF PLACING ON THE INTERNET WEBSITE OF THE STATE BODY AND ANOTHER STATE ORGANIZATION RESPONSES TO ELECTRONIC MESSAGES OF THE SAME CONTENT FROM DIFFERENT APPLICANTS, WEARING A MASSIVE SCALE (MORE THAN TEN REQUESTS), NO RESPONSE (NOTIFICATION) TO THE APPLICANTS
If the incoming electronic application with the same content from different Complainants are massive (more than ten requests), responses to such appeals by decision of the head of a state body or another state organization or the person authorized by him to sign in the prescribed manner appeal responses can be placed on the official website of the state body or other state organization in the global computer network the Internet without a response (notification) to the applicants.
